I don’t think it’s mechanical but my ignorance probably is going to show as I don’t know for sure what your asking. The throttle is electronic as it does not have the cable that our older 2388 has if that tells you anything.
It does have an exhaust driven aspirator, I did take the aspirator apart and it’s wasn’t plugged with dust like I have seen with our other machine. The tube to the exhaust has a check valve/flapper that appears to keep exhaust from blowing back into the filter that seems to be working ok.
I did get that ring out of there so am going to out things back together but it sounds like I have something else to figured out yet.

I'm not a CIH guy, but I thought the 23's were mechanical, and 25's were not...whole set of different possible issues on either option LOL
We run the mechanical in the Gleaners, and then the Electronic version in the later combines as well.
