I’ve chased a crack across the side of a pressed steel tank. It can do just like what you’re experiencing even when there’s no solder involved.

I’ve had better luck with rust holes etc. but what I end up doing is cleaning and using Red Kote compound in the tank after I get it structurally sound by brazing. Had planned to do that anyway, but shining a bright light on the areas while looking in the dark tank convinced me it was necessary. Just too many tiny pinholes to chase. I can braze a cracked hydraulic line first time, but a rusted pressed steel tank…..apparently not!

If you had the right flux and solder, some of the steel tanks had brackets for clamping air cleaner soldered on, so it’s certainly possible.
