That is weird. I would definitely think the default position would be down/no voltage.

I would go that route myself unless somehow that would create an issue. Since one is that way already, why not have both the same?

If you would ever have a voltage issue, (bad switch, broken wire, poor connection, bad solenoid) I would much prefer the axle to be down by default.

ETA.

We have a dump trailer with a spread. The front axle lifts, the rear axle doesn't lift, just dumps it's air off the bags. Both functions require voltage to activate. No voltage, everything is down/suspension aired up.
