Based on what I can find via Google I don't think a 9 tooth sprocket is big enough in diameter to let a chain wrap around it without rubbing on the hub. You can get an 11 tooth sprocket or a 9 tooth to fit a 1ΒΌ" shaft.
You could get the 9 tooth sprocket for a W hub and have somebody with a lathe turn the X hub down for the sprocket to fit on it.
